In Sri Lanka you can not say best places there are many places to go.

Ok in the south you have the beautiful beach of Unawatune so nice place many tourist .
In the West you have Negombo and in The North Ninaveli. I can give some other 50 places but it's what you want.
as many places as possiable if you have the time. i want to make sure i saw as much as i can whne we are there. i hear you can see turtles laying eggs which i would love to know where i can see this. many thanks for your advice.
unawatuna is good
At Arugam Bay there is (so far) no organized dive shop, no compressors, nothing like it. Also, due to the excellent waves, visibility is not good in the Bay itself. Experts love the Basses islands as well as the ship wreck 'HMS Hermes', which is a WW2 aircraft carrier lying in (fairly) shallow waters just off the Eastern Coast north of AbaY. Other nice, secluded bays exist nearby: But NOBODY ever explored their snorkeling potential. Be the first, mate!
AT this time of period all over west coast is good, However after Kalutara around 40 kms off The Capital Colombo the first reef is geting closer towards the beach where you could see wonders. Marine Fauna and Flora both.

I do not know if it is the best but it will be for sure one of the most unspoiled spots to snorkle and dive.
I am writing about Nilaveli Beach near Trincomalle. Ther is a beautiful small island called Pigeon Island only a ten minutes boat drive away from the beach. There you will have great pleasure. Snorkels and masks you can rent from the local fishermen/beach boys .
