You have to get there early to get a good view of the ball that descends on 42nd St. The police usher people into barricaded pens of a few hundred to keep chaos to a minimum. Once you are in, you're pretty much not going anywhere but if you're not in you can't get near the area. My advice is dress warm, wear comfortable shoes and bring snacks.
The best options is to get a cozy hotel room, some good munchies, a bottle of good wine and watch the event on tv. Three kids, no bathrooms, stuck in a huge crowd...not the best situation.
