Not sure where you are from and the local market. For free and easy 1 week Japan tour that includes both Osaka and Tokyo, probably you need at least USD2000.00 include hotel, and transport. For first timer, if you just want to take a glimpse of Japan, try to fly in from Osaka, spend few days at Osaka, Kobe and Kyoto before you go to Tokyo using bullet train. Then fly out from there.

I would not waste the money getting a package tour. Instead I would do the following:
1. Find out how and where to buy a Japan Rail Pass before you come to Japan
2. ask on forums the best places to go in Japan
3. Travel around Japan by rail, stay in capsule hotels, business hotels for $40-70/night, go low-end as they are small, but modern, well-located near stations, entertainment areas. Inquire about these wherever you decide to stop, i.e. go to Tourist Info Centre at any shinkansen station. They will give you a list of cheap hotels nearby.
