If you plan to stay in big cities, just get Tele2 which is the cheapest. They may not have good coverage outside metropolitan areas but you will save like $50 a month. MTS has the best coverage and is the biggest company. There is no contract but you will need a passport and a phone (GSM). Mobile Internet is GPRS - everywhere - and 3G in some spots.
At the flat - if you don't have Internet - you will need to get it. Major metropolitan areas have many providers to choose from and smaller towns will have ADSL through the phone company.

All of these are relible, though Megafon has a wider coverage. The price will depend if you are gonna use roaming services, they are expensive here. If you use your phone in the city you are staying you should choose the best option the provider offers. It varies from 5 kopecks (beeline for special price) to 3 rub 90 kop.
Internet is available everywhere in case you have USB modem.

I find MTS to be the best, although others like Beeline and Megaphone have the same rates. I use MTS Maxi Plus - where I pay 500 RUR per month (options are 225 to 900 pm) depending on how much you use. Additionall packes of 180 minutes 0r 300 minutes can be bought.
Internet I use 2 companies at home - Akado and Gorcomnet - I found Gorcomnet to be better as they provide better service and is more reliable - I pay 900 RUR pm unlimited acces 10MBit/s

Hi,
For St. Petersburg Megafon has the best coverage and IMHO the quality of connection. There is a wide range of cheap options, you can browse through their site and find what is most suitable for you.
If the flat has the landline phone, you can buy Internet services - ADSL - directly from the company that operates it. For Saint Petersburg it is Avangard ADSL.
There can also be a wi-fi zone in your house,try to find out from the landlord.

Hello.I'm in Saint Pete since september 2006, and i have sim cards of 4 companies; tele2,beeline,mts,megaphone.Each one is good for some purposes.But because most of my friends use mts, and not only in Spb, but all over russia, the best option for me is MTS Maxi plus with an extra option of MTS unlimited (also calls to MTS customers over Russia) i have a pack of 300 minutes for 180 rubles (the cheapest) plus 45 minutes (per month) for a 1 year contract with MTS. for MTS unlimited (now it's only 20 minutes per day) i pay 5 rubles per day. believe me that's the cheapest this far. but you better enter any evroset (they don't cooperate with MTS) and MTS salons and check all options for your own needs. as to the internet, everything depends what providers serve your house... usually there's a note on the entrance or the information desk, most of the time with the logo of that company and contact numbers.
