Hi! I think the best time to visit is from April through September. The weather then is great! There are many places you can shop for bargains, depending on what you are shopping for. Are you planning to visit? Male of female? Age? Let me know so that I can see what will suit you best!

Spring and Fall are the best weather in Korea, as Wintertime is icy and cold, and summer is hot and very humid! Springtime is beautiful, but is marred by the yellow sand storms, brought on by ecological degradation in China. So that leaves Fall, particularly between the end of September through October to early November. The shopping here is good, and Koreans tend to be crazy about designer names, so high-end stuff is easy to find. But shopping here isn't cheap, by and large. There are some very good wholesale markets in Seoul, and a wonderful flea market district -- both my specialty. Check out my Localyte profile for more info, and look me up if you come to Seoul!

If you don't like the hustle & bustle, don't mind the cold, but would like a big city feel..wintertime is great for visiting Seoul. From November to February (not as cold, quite cool actually) can give you ranging foliage colors, snowy scenery on some of the more famous palaces and mountains. You can enjoy hot drinks and food best drunk/eaten in wintertime or in colder weather.
Plus, with the colder weather, most people stay indoors, so you will find that attractions and finding tickets to local events are easier to get into.

For the least crowded time of year, Dec to Feb, for the best weather, March, April, late Sep to late October, as for shopping the most under-rated shopping area is Munjeong dong Rodeo drive, if you take the #2 line and get off at Jamsil station, (I forgot the exit #, but people know it as Rodeo drive), they have the best prices (last year's fashion at reduced cost) and they have big sizes (I'm an XL guy) so I frequent here alot.

Your answer depends upon your desired activity.
The winter season offers the best of snow sports located about an hour or two away from the Big city. Seoul also has the biggest indoor entertainment complex in the world called Lotte World. This place has swimming, skating, bowling, and an indoor amusement park. The summer season offers the usual events and items. The Big city has a few water sports but the beaches are located to the south, east, or west coast. The fall season has the best weather. The high blue sky in October is quite famous. The fall foilage along the streets of the Big city are great photo ops. The spring time in the Big city are quite similar to the fall photo ops. I personally prefer the fall because of the great fall colors and cooler weather.

Korea has 2 great times to visit.... Spring Late March to Early June and then again early Aug through late October. June and JULY are MONSOON season here and don't be surprised if it rains for 3-5 days at a time almost NON STOP.
April has the Lotus Lantern festival a celebration of BUDDAH's Birthday.
Decent shopping areas include Namdaemun market for electronics, clothes, etc.....
Dongdaemun market for sporting goods apparel and aquipment as well as housewears and kitche goods adn Bedroom sets, sheets, linnens, curtains etc....
in Korea you have to BARGAIN and BARTER...Don't be afraid to walk away from a sale if u don't lik ethe price 80% of the time they will meet your price.

Seoul is best in Spring, late Autumn, or early Summer...
Summer is very hot, and the end of summer/start of autumn is very rainy (monsoon)
and the Korean Winter is bitter (can reach -15C)
So the intermediate seasons are best.

The change of temperature of Korea between summer and winter is greatly different. Best season for travelling is spring and autumn. you can see various flowers and the people with warm heart. and in autumn you can feel deep, blue and clear sky. you must avoid summer. Summer is hot and moist and Heavy rainning during Summer time often causes a flood. I wish you have great time in korea.

BEST time to visit Seoul is in May during Buddha's Birthday. The city was more alive then than I've ever seen it. Perfect weather, clear skies, no yellow dust, and events. Also October - Korea is beautiful in the fall and has DOZENS of festivals during that month. For shopping and bargains, you can almost shop anywhere. Underground subway malls are the cheapest. Areas like Hongdae and Sinchon have great street shopping as well.

Definitely spring and fall! The summer is nice too, but you'd want to head down to Busan and experience all the best beaches of Korea, during that season! Here's a tip... during July and August.... dopn't go to Haeundae or Gwangalli unless you are looking for huge crowds. Go to Song-jong instead (near Jangsan subway station... a cheap taxi ride away). Or Song-do beach near Nampo-dong is ok too.

Early Spring and Fall is the best time to visit Korea. You will get to see the trees and flower blooming in the spring and changing of the leaves in the Fall. Also, it is great to get around without having to worry about getting sunburn or cold. The hottest month in Korea is middle of July through August. If you get to the countryside during these seasons, you can watch farmers planting rice crops and in the Fall havesting. In actually, if you prepare for each season, Korea is a good place year around to visit.
