I`m not sure you can get a real help on this page, maybe if someone from Kumanovo can tell you more... I just know it`s a small village on the north part of Macedonia, near Kumanovo, but concidering the situation of small villages here, it might not even have internet conection... you can try contacting Kumanovo autority to help you out. their official web is: www.kumanovo.gov.mk there are contact e-mail and telefon as i saw

also, as funny as it seems, you can contact national tv stations, and ask them for help-they`d do almost anything for a good story :) (the names of the tv-stat. i would sug. are: A1, Sitel, Kanal5)

I tried to find the man that you are looking for, try at 0038931464327 this might be his number but if not ask them they should know,the are ider relatives ider neighbours.
the people probobly dont know any english so make shore that you have someone who speaks macedonian near you.

Romanovce in village near main road E75 Skopje -Kumanovo. Because here isn't like in well-developped countries-where you can find informations about people on some web site,everyone on internet here could give you not so good or wrong informations. So i can recommend you to go in Kumanovo or try to phone and ask details in local police or local authority where they have informations about citizens in Kumanovo,and near villages (but i don't guarantee of their english,so you should try with some macedonian friend.)
