everyday at 10:30 there is a public boat at eminonu pier(across the spice market)(we call it as vapur)which will go to a bosphourus cruise....get off at sariyer after 2 hours and take the bus back....

There are public boats belonging to İstanbul municipality. And also seabuses; depends on where you want to go.

by far the cheapest way is to take the IDO commuter service from Eminonu or Besiktas to Rumeli Kavsagi. It runs every 15 min or so during rush hours and costs 2TL/person but is only one way (from Eminonu 5pm-7pm, to Eminonu 6am-about 9am)
