Yes, you should definitely visit the Caribbean coast of CR. You can safely visit Tortuguero National Park with any one of the following lodges:
-Mawamba Lodge, Laguna Lodge(these are on the beach next to the village), Pachira Lodge, Evergreen Lodge,etc. You can look up their websites o thru Google.

You could also visit the South e Eastern part of our Caribbean safely by going with a group or a package tour thru:
_www.actuarcostarica.com, or try ATEC(Google them).

There is also a very nice jungle Tent -jungle lodge in the middle of the Manzanillo Gandoca Reserve called Almonds & Corals Lodge. The beach is sheer paradise. They can arrange all transportation if you require it. There is also a possibility of combining your visits with Interbus(shuttle service) or with Grayline Tours shuttle service to /from Arenal/Monteverde & Puerto Viejo de Limón.

I think the destinations you have chosen are excellent for that time of the year. Monteverde and Arenal both have influence of the Caribbean so weather is similar. It may rain a little during the evening but not as much as in the Pacific Coast. In Monteverde stay at Country Lodge, in Arenal stay at San Bosco and in Puerto Viejo stay at Totem. Luis Jimenez is right about bein' careful on the Caribbean cast. Still, Puerto Viejo is beautiful and there are many wonderful hotels. All up and down the Pacific Coast are great beaches and hotels. I'd recommend the Hotel Diversion Tropical in Playa Brasilito adjacent to the beautiful Playa Conchal with a 5 star hotel and the hotel security. Not far from Arenal you could visit the Rio Celeste (or Blue River) with very nice hotels.

manuel antonio is a nice place but as u were told this is the rainy season, the caribean side is quite a nice place just dont go out in the night time alone tamarindo is a srufing place and reallly touristic..... u can go to the central pacific jaco, u can also go to tortuguero
there are many beautiful place but it depends on ur likes and disikes

Is there such a safe place in the world now days? Visit the caribbean side it is beautiful, I go there as often as I can and I've never had any bad experience. Enjoy a nice walk on the beach and cliffs in Manzanillo/Gandoca. Dance the night away in Puerto Viejo... If you go to Jaco it will be like going to the states KFC, Subway...etc. The good thing about the caribbean is that many of the places are owned by locals either costaricans or foreigners, so you may be waited by the boss. Great food, costumer service well...it is not great, but I do not care too much about that as long as the food is great. And it is.

Tara, the Caribbean side has a better weather in September and October especially in the southern Atlantic beach areas of Manzanillo, Cahuita, Puerto Viejo.
Another place that you can find interesting is Ostional in Guanacaste because around September the 15th you can observe mass nesting of Olive Ridley (Lepidochelys olivacea) sea turtles at Playas Nancite and Ostional when up to 40,000 turtles are nesting at that time of year.
Great experience like this one makes your vacation unique, try the hot springs at Arenal or at Rincón de la Vieja, Río celeste, playa conchal, la paz waterfall.

There are many hotels where the security is primordial, and I'm sure you can make some friends there, I travel alone sometimes, is safe and a good way to know different cultures, people and discover exsotic places. San Jose, Costa Rica's capital, definitely has its enthusiasts. If you're a budget traveler and need a place to stay, try Costa Rica Backpackers Hostel.
