Unfortunately, Mumbai isn't a city that's known for its cheap hotels, and there's limited choice for those on a tight budget. However, if you're willing to sacrifice a few comforts there are some clean but basic accommodations available.
Here are 5 decent guest houses and cheap hotels in Mumbai that will help you stretch your Dollar / Pound further.
The Hotel Oasis offers everything that’s important in a cheap hotel -- a great location and clean rooms with hot water, towels and a TV. Its location in Mumbai’s Fort area is in walking distance to the city’s tourist attractions. There’s no restaurant but there are plenty of good places to eat nearby. This hotel is a reliable choice and you can’t go wrong by staying here.
•Features: Cable TV, attached bathrooms with hot and cold water, travel services.
•Address: 276 Shahid Bhagat Singh Road, Near G.P.O. Fort. Ph: (91-22) 3022-7886.
•Price: 1180 rupees ($24) for a standard double room without air conditioning, up to 1,680 rupees ($35) for a deluxe air conditioned double room.
The Hotel New Bengal offers a wide range of rooms to suit all budgets and an equally wide range of restaurants to suit all taste buds. It’s located halfway between the Crawford Market and the CST (Victoria Terminus) railway station. The attractions of Colaba are a short taxi ride away.
•Features: Three restaurants, room service, hot water, TV and complementary breakfast in deluxe rooms, Internet, travel services.

Hotel Lawrence
This tiny hotel only has a handful of rooms but it’s well run and very popular. The hotel is one of Mumbai's best kept secrets as it’s hidden away on the third floor of a nondescript office building. Don’t give up trying to find it or be put off by the long climb of stairs. It's cheery, centrally located, and with a street full of delicious restaurants to choose from just around the corner.
•Features: Fans, limited hot water, 3 shared bathrooms cleaned daily, lots of books to read.

YWCA International Guest House
The rooms at the YWCA guesthouse have recently received a makeover, and are clean and simply furnished. All rates include buffet breakfast and dinner. Although this guest house is run by a Christian women’s organization, men are also welcome. It's a safe no frills place to stay, with smiling and helpful staff. You’ll need to book at least a month or two in advance.
•Features: Hot water, cable TV, complementary morning tea/coffee and newspapers, Internet, travel services.

•Price: 1,975 rupees ($40) including tax for a double room with attached bathroom and air conditioning. A bed in a dormitory room costs 787 rupees ($16) including tax.
ISKCON Hare Krishna Guest House
The guest house is part of the sprawling ISKCON Hare Krishna temple complex. It offers very clean and comfortable rooms, decorated with antique furniture. As this is a religious place, you’ll need to keep in mind that TV, meat, smoking, alcohol, and tea and coffee are not allowed. Guests can take part in the daily spiritual activities, although this isn’t compulsory. The complex has a delicious vegetarian restaurant.
•Features: Air conditioning, room service, attached bathrooms, hot water from 4 a.m to 8 a.m.

Anurag has answered your question and there is no necessity to answer further accept that you could try the Paying Guest facility which is like a homestay thing and considerably cheaper than a hotel/guest house. Don't have first hand experience but suggest a few to ponder upon.

Both Kunal and Anurag have answered your query very comprehensively... There are some guest houses and small hotels in Mumbai within your budget and can be quite comfortable... Of course, like other large cities, most of them are not as good as can be...

Which part of the CITY?? South Mumbai? Near International Airport?
There are some decent guest houses ...near International Airport. Costs about INR 3000...say 37 GBP....they need advance bookings---3/4 days or so.
Not many in that budget in South Mumbai.
