I thought I would look up a review of 't Goude Hooft (located at Tannhäuserstraat, btw) on a leading review site before answering your inquiry:
I see people's experiences with this restaurant are not too great. I hate to say it, but you might wanna reconsider sending your friends there. Other than that, the area is also central (and thus touristy) enough to think twice about a restaurant like that in general.
I see the review site above offers discount vouchers, to be used between 20-26 June 2011. Open for reservations since yesterday. It looks like a pretty good deal:
It might be an option for you if you care to reconsider your decision. View participating restaurants in the Zuid-Holland province where The Hague (Den Haag) is situated here:
It's €20, €25 or €30 for three courses, which pretty much eases your choice of what to spend on a dinner. I presume this price is per person, I can't really find the specs of that. Oh, wait, I just tried te reserve, and it looks like prices are per two persons, which is a really good deal indeed.
The FAQs [http://tinyurl.com/IENS-DinerDagen-FAQ-TRANSL], say that Michelin-star restaurants are allowed to ask an additional €10 per star, which you might wanna keep in mind. Looks like there's a few nice venues you can choose from. You can even choose two different ones, for them to spend in that one week.
Reserving goes by email. Canceling reservations is free of change, until 24hrs prior to checking in at the restaurant. If you're interested, then I am sure I can walk you through reserving. I get the impression that payment is done on the spot, rather than in advance. Not to take this a step further than necessary, but also for my own reference I've just sent them an email asking whether paying in advance is an option (for foreigners), as well as whether it is possible to buy your friends a gift this way. Should all that not be possible, than you *may* still be able to buy your friends dinner gift vouchers online and have them sent over to their address [http://www.dinnercheque.nl/]. Provided of course that those vouchers are accepted at the particular restaurant that you reserve at, and also during this discount week. But those are details that can be checked.
