you know for what you want to do in february, I would recommend you to also check with the agency that I know has guides. I know that is not what you wanted, but compare prices and see for yourself if it is going to be better for you to
1. figure out all yourself
2. have a guide
it is just that you will be there short time. neretva is close to bjelasnica. of you felt adventerous you could do amazing off the beaten track tour starting bjelasnica-igman (where all the ski stuff is) and get through rakitnica or some other way down to the other side of bjelasnica there there is Boracko lake and then you can continue to Konjic where I do not know but maybe they do rafting in february.

recommended agency (I have known few people who worked as guides, I wish I could give you a local contact in Sarajevo, but I haven not lived there for many years now, so I do cannot help you there.

Basically your best bet would be to connect to mountaineering organization (association) or a club (sarajevo has many and it is seat of the national assoc. and ask if they could recommend you:
1. a person to volunteer as your guide
2. they have mountain huts all through out the area and most of them are super cheap sleep (like 5 Euros or less) that is cheapest sleeping, but they are what they are. you have to get to them hiking or something... That is why I am saying you need local to design a tour for you.

Also consider Blidinje for snowboarding I did not mention it before because Blidinje is low and may not have a snow (since all the warming), but it is amazing. and it is not far from Mostar. It is not big ski center. the main sort of lodge hotel it is sort of like hostel, but not hostel. you can stay there for 10 euro (right under the ski trail).
as for rent a car, the best thing is probably to rent on the internet, that has been my experience, and in advance. I have been in sarajevo wanting to rent on the spot or for the next day and they would not have cars. though maybe that is better now.

Have u ever been on mountain Vašić..it's great and cheaper than Bjelašnica..My cousin has a cottage here and if u take ur friends..that will be really cheap!

I have no best informations for Bjelašnica and rafting is not good idea for this period of year!!!!

For Mostar I'll find u informations couse I have some friend there and they may know the best and cheap accommodation if u plan to stay !!!
