Hi, here is the info of Chinese embassy in Zagreb. Call them and learn correct info first hand. Mongolia doesn't have an office in Croatia.

If you are a resident of Austria then I think you really have to contact the visa department in Austria - you can do it via mail too
You can ask them all you need about it and they can mail you by e-mail or postage the visa once you did what they tell you to do - usually some paper works like copy of your passport, the reason why you are traveling there (tourism, family, other,....) and of course after you pay them their fee.
But you should contact them for more informations - you can find them easly onthe internet and all of the contact information as well - so i thin there will be no need to go back to vienna
