I don't know much about Valparaiso, Viña del Mar and Santiago, but in Santiago I can recommend you to take a tour with "La Bicicleta Verde". They give very good tours by bike!

Dear Sir / Madam ,
If you don´t search for a fancy service but a good one (normal tourist transport not limousine) this can be done easily for USD 600 or maybe less.
Valparaiso and vina tour, transfer to Santiago to your hotel, city tour Santiago all day with dinner, transfer to airport. If you have interest just send me a message to put you in contact with companies I know in Chile.

After your arrival in would pick you up at the pear in Valparaiso and give a tour of Valparaiso and Vina del Mar. If you want, you can have a tipical chilean lunch on the way to Santiago (distance: 140 Km) (lunch not included) and you would arrive at your hotel in the afternoon. The city tour on Santiago can be done on March 15. A visit to a wineyard could also be arranged (not included)maybe on march 16 am. A confortable car would drive you all the time. Hi, we can help you with your travel on March 2010, we can receive both of you at the Valparaiso´s port, then a complete excursion in Valparaiso and Viña del Mar in private, 2 nights at a 3 star Hotel in Santiago. On Monday a full day city tour in Santiago. On Tuesday, as the check-out is normally performed at noon at the hotels, we can take you to a short tour at the Casablanca valley, for a wine tasting session, before the departure of your flight at the airport.
