Hi, Arriving Phuket September 11th for a week @ West Sands with 2 teanagers and parents. What r the best things to do at that time. ...

...Am interested in diving, fishing and quad trips into the wild. Also where is the nearest seafood market to the hotel?

You may do all your activities in September. Being the low season, you will still get cheaper prices, than at the high season..which begins on the 1st October.
As Mai Khao beach is part of a Thai national park, the type of activities that can be offered at Mai Khao beach are rather limited. Some tourists however seem to enjoy this as they prefer a quiet and more virgin style Phuket beach. During the high season you can swim at Mai Khao beach without a problem however during the monsoon season which is during the Phuket tourist low season there can be problems with dangerous tides for example. There are at times also decent waves for surfing so if you enjoy surfing then Mai Khao beach could be an option for you.
Your nearest seafood markets will be the nearest ones to the hotel on the beach or near Yacht Haven Marina in the north end of the island.
Hi, as Graham MacMillan responded, Mai Khao Beach is certainly one of the most quiet and beautiful beaches in Phuket. The tides this time of year may limit your water activities. I started my adventure further north at the JW Marriott tiimeshare years ago and now find myself living in Phuket. In fact, I was an original buyer @ West Sands. The resort is lovely, although my last visit about 6 months ago, still not complete.

From West Sands you can easily walk the beach south, past the airport, to Nai Yang (about a 45 minute stroll). The beach community offers the typical little shops, beach restaurants, and massages stops. If you need a fine dining place, I highly recommend several restaurants at the Indigo Pearl.

If you are staying in a villa, you'll probably want to make a shopping trip to the Tesco Lotus or Big C to stock up on some groceries. The resort should now be equipped with taxi service, car rentals, etc.. And they'll offer all the connections to day trips, boating adventures, etc..

Heading towards the Sarasin Bridge (across from the Marriott, north of West Sands) you'll find a fairly new restaurant called Kin Dee...you'll see lots of signs. I recommend that you put it on your dining list. It's a really nice atmosphere and great Thai food.

you MUST go to Kin Dee restaurant - it is a really simple place - Khun Tan used to be running the Thai Cooking school at JW Marriott - probably the best real thai food you will ever get.
