British Council is the best place. A bit expensive but they have a placement test and would place u @ the level required and its a reputed place.
. I never gone to a English tuition class. In school A/L also kept a record without participating English period. But I learnt by myself after leaving school. But I got about 2 years to learn it by dictionaries and hear B.B.C news, translation of books. So, work hard obtain your own salvation (Buddha said)

True! I think this question ask by a Sri Lankan. English is huge industry in here after 1956. I really appreciate the effort at that time by Buddhist monks and others who the nationalists for Sinhala as the 1st language of the country. That is why we all learnt something! Otherwise most of us still climbing coconut trees.
But some political vampires taken power destroying the countries English knowledge. But they send their children to EU (now) for education. But we can be very very happy now because they were completely finish now~
