Unfortunately, the Monetary Authority of S'pore requires a foreigner to have a permanent address and proof of employment to open a bank acct in Singapore. I'm not sure why u need an ATM acct but credit cards and traveler's cheques are widely accepted here. If u need to do a money transfer, I believe u can locate a bank/agent for its remittance services.

You can't open a bank account here unless you have a permanent address and employment pass.

However, as a tourist, you will be glad to know that credit cards are widely acceptable (Amex, Visa, Mastercard, and to smaller extents, Diner's Club and JCB).

Also, you should be able to access your home bank accounts via our ATMs as long as you are on the Plus or Cirrus networks (check the back of your ATM card).

Money transfers can also be arranged or just bring some of your own currency and use a money changer. A wide range of currencies can be changed including American / Canadian / Australian / NZ dollars, Euros, British Pounds and most Asian currencies (Yen, Taiwan or HK dollar, Renminbi, etc) will be fine.
What's an ATM account? Did you mean you want to be able to USE an ATM to withdraw money? If Yes, YOU CAN!
As long as you have a Debit/Card Card with a MASTERCARD, VISA, MAESTRO or CIRRUS logo, you can use it to withdraw money from ANY ATM in Singapore that has those logo stickers on them. Of course, you need to check how much extra are you charged for this service.
Have Fun!
You can use your local ATM card if it has Cirrus and allows you to get local funds in SIngapore.
If you are a tourist, I am assuming that you would not be here for more than say, a month. Why would you want to go through all the hassle of opening an account even if you could?

Typically, as long as you have credit or debit card under the Cirrus or VISA interbank networks you'll be able to withdraw from the international ATMs here. Also, since Singapore has pretty much all the major banks, you should have little problem getting cash - albeit a little inconvenient since you may have to go straight to the bank branch itself.
Hi There

Maybe you can try to email your enquiries to the customer service department in singapore?

Or you can try to go down to any bank branches with your passport, permit, and other verification documents when you are in Singapore.
No harm trying i guess.

I would recommend OCBC Bank. Staff are friendly and willing to help. I believe they will be able to provide you with solutions.

Below are some links, hope you find it useful.

It's not possible for you to open up a bank account as a tourist in Singapore. However, you still can use you ATM card if your bank is a memeber of "CIRRUS" or "PLUS"
Hi, I wonder why do you need an ATM account in Singapore? To withdraw money? You do not need to fear. In fact, with the cards that you have, you can easily draw money in Singapore from most of our ATM machines. Look at the back of your card and look at the service providers you card encodes for. Eg. Your card's service provider would be cirrus, maestro, PLUS etc. When you head to any ATM machine, compare the logos of the service providers on your card to the logos on the ATM machine. If the ATM machine allows cash withdrawal with this service provider merchant, you can withdraw Singapore dollars from the machine. Just take note, that you might be required to key your card's pin number into the machine before you can withdraw cash. Secondly, your card's local bank might charge you a transaction fee for overseas withdrawal. So you need to check with your local bank on what are their charges for withdrawal overseas.

If not, like what the previous few persons had said, many shops in Singapore accept Mastercard, VISA and other modes of payment with card. So no worries. Singapore is a convenient place to make your purchases. Fear not. HOpe you will have a good time in Singapore.
Sorry, no way! But u can use ur credit card/TC for ur expenses.
If u have an account in a Bank has the branch in Singapore u can transfer ur amount & can use ur VISA card ..
I hope will enjoy ur trip in Singapore
I can relate that desire on a whims thought (which overcame me once sometime back) and had successfully obtained mine with a district Branch of the DBS Bank network. If you are only planning to tour on a short stint, perhaps to conduct early recce or research on the island's potentials for the future, I can advise you later on how, why and the purpose in pursuing for one. I arrived on a planned week stay but after two days, an evening dinner date with a charming RE lady, the 3rd day saw me "investing" in a local apartment that was up for sale within the HDB district. I saw the need to include a Bank card that has ATM facilities attached to the new account. :) I'm still a non resident, occasional tourist cum property owner residing in Europe with a ATM card from a local Sing Bank.
