It's right, you need a passport.
Anyone whishing to visit mexico needs a passport, however
the citizens of the following countries do not require a visa to enter Mexican territory:

In America: Argentina, Belize, Bermuda, Canada, Chile, Costa Rica, United States (those nationalised US citizens must present a document proving their condition), Guatemala, Uruguay and Venezuela.

In Asia: South Korea, Israel, Japan and Singapore.

In Europe: Germany, Andorra, Austria, Belgium, Denmark, Spain, Finland, France, Greece, Holland, Hungary, Ireland, Iceland, Italy, Liechtenstein, Luxemburg, Monaco, Norway, Portugal, United Kingdom, San Marino, Sweden and Switzerland.

In Oceania: Australia and New Zealand.
If you have one, I would say bring it if you will be there for an extended period. I know in Baja California there are so many tourists to Cabo and TJ, they are still letting people in and out with an ID and Birth Certificate.

A process was in motion to require passports for everybody in 2009, yet not sure that is still going down with the recent Admin change.

Yes is required,also is the most reliable way of official ID you can carry in case of any problem
Yes it is required and it is acceptable almost anywhere as a picture ID, however if you lose while you are here you can go to your contry's embassy and they will let you go out of mexico without any problem, you DO need a passport but here in mexico they are not as uptight as in the US.

yes, of course like in any other country. Here in Mexico, you don't need any other document. In the immigration office they are going to give you a tourist visa that can last up to 180 days.
Before 2006 it was enough to bring a valid id car, but in 2006 there was a change in the politic regulations of the immigration institute that requires that all international travelers bring a valid international passport.
The exception to the rule is for the people living in the border cities this people can get a permanent internment pass that will allow them to come in the Mexican territory for no more than 48 hours and not exceeding the 27 km of franc land.
