It is not a public celebrations only among friends and relations.Everything is closed in the morning except Transport , Hotels Hospitals but by the afternoon things quieten down and some of the markets open up.All essential services are open throughout the day.You must plan accordingly.
On Holi, things are close to normal after 2.00 PM. The public transport is thin. You need to book a cab in case you have to move around. Avoid going out before 2.00
You said you are coming with family to Delhi from where are you coming, It would be nice if you want to enjoy with your family the color festival Holi. To be away from the colors and water then be in your hotel room and can move out after 4 pm. Normally the shops will open by evening. You can always visit Malls in Saket or Vasant Kunj / Vasant Vihar.

Holi is one of the favourite festivals of India especially North India. Shops would remain closed on the day when people play with colours. It would be advisable to stay indoors on these days as people do get unruly at times. They drink a potion called " BHang" which gives them a high and dance, sing and play pranks. Though the festival is generally celebrated with friends and relatives, now a days there are some people who use this festival to molest girls etc. so if you are in Delhi, then please stay indoor and stay safe.
holi is a very huge festival all over india & most of the day till around 5 pm everything except essential services, public transport & 5 star hotels will remain closed....so you would have to spend the day in the hotel, however evening everything opens up...also if you know any indian family then you could join them in the hooli revelry provided you like playing in powder colours & getting wet

Its advisable to say indoors as Holi time everyone throws colours alongwith water on each other & if you like it then its all yours or else be restricted.
