Royal Rambla is on La Rambla very central, however so is Regina. Regina is slightly more upscale so it really comes down to budget. They're both great options though.

I'd probably prefer Regina for its old-fashioned style as Royal is just like any average boring hotel. And both are equally centric...

But the area is not precisely famous for its seafood... 2 ideas within walking distance:

If you don't mind eating on a stool, don't miss the bar Quim in the Boqueria Market (lunch only). And Ciudad Condal has also a great selection of seafood tapas (and any other kind of tapas!) - just make sure to get a table as the bar stools of this place are too attractive for pickpockets...

And a 10min taxi ride: Botafumeiro is still claimed to be the best seafood in town: fresh, simply cooked (no fancy modern extravagances) and large quantities. Not cheap though.
